Every mass effect game (including mass effect 3) is absolutely playable whether or not you have played any of the other games. Mass effect 2 is one hell of a game, I played it before I played mass effect 1 and I loved it.
The PS3 version looks better and is on one bluray disc, there were some bugs when I played it but there has been a patch or two.
I highly recommend you play ME2, you missed a lot in the first game but it is all explained in the downloadable interactive comic. The PSN store is still down though, so you can't see the comic until it is up. and while you play ME2, be sure to read the 'codex' in the pause menu, it has all the info about the mass effect universe.

I don't think it's the best series ever, but it is pretty good. And yeah you'll be able to understand it if you download the comic thing when you go to start new game. The comic explains the story of the previous mass effect, and even has some multiple choices in the comic that will affect the the mass effect 2 story.
